Yes. Every Northern Virginia jurisdiction requires a building permit to finish a basement, plus separate electrical, plumbing, and mechanical permits for the trades involved. We pull all permits, submit the drawings, and run every required inspection. Skipping this step causes real problems at resale.
Yes to all three. Bathrooms usually tie into an existing rough-in stub, and when there is no stub we install a sewage ejector pump. Bedrooms require an egress window if one is not already in place. Wet bars and kitchenettes are routine, with full kitchens needing extra attention to venting and electrical capacity.
Any legal bedroom below grade needs an egress window with the correct opening size, a window well with a ladder, and a cover that meets code. We cut the foundation, install the window and well, and waterproof the opening. Smoke and CO detectors, dedicated HVAC returns, and proper circuit spacing are handled as part of the permit package.
Before we frame anything, we check for active water intrusion, evaluate the sump pump, and look for efflorescence or cracks. Foundation walls get a dimple board or closed-cell spray foam, framing sits off the slab on treated bottom plates, and we use mold-resistant drywall. If we find a water problem, we fix it before finishing, not after.
Virginia code requires 7 feet of finished ceiling height in habitable areas, with allowances for beams and ducts. We design around ductwork using soffits or, where possible, reroute it to preserve height. Furnaces, water heaters, and panels are kept accessible in a properly sized mechanical room so service and code compliance are not compromised.
